The HCS works like a credit score: every candidate starts at 85 and gets deductions for structural problems and bonuses for clarity. Your worst statement counts 1.5× in the average, because you're only as strong as your weakest moment. Scores update live as new statements are analyzed.

VAGUENESS

Platitude words (values, opportunity, incredible, families, freedom). More fluff = lower score.

Penalty: -3 per word

SPECIFICITY

Concrete policy words (budget, tax, build, invest, plan, vote). Substance raises your score.

Bonus: +4 per word

PROMISE BALANCE

Unbounded promises ("I will never") get penalized. Hedged aspirations ("I want to") get rewarded.

Density of emotionally loaded language. Lower charge = clearer structural integrity.
